PRIP Call 2 – Pharma MedTech R&D Scheme (Concept Notes)

Department of Pharmaceuticals

About This Scheme

Financial assistance to MSMEs and startups for R&D and commercialization of drugs and medical devices under the Promotion of Research and Innovation in Pharma-MedTech Sector (PRIP) scheme.

The Promotion of Research and Innovation in Pharma–MedTech Sector (PRIP) scheme, launched by the Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India, is a flagship initiative designed to transform India's Pharma–MedTech industry. Its core aim is to shift the sector from a cost-based manufacturing hub to an innovation-driven global leader in R&D. With a substantial outlay of ₹5,000 crore, the scheme strategically allocates funds to foster rapid discovery, development, and commercialization of critical drugs and advanced medical devices.

PRIP seeks to significantly bolster indigenous innovation and strengthen industry–academia collaboration across the pharmaceutical and medical technology landscapes. This includes support for both early-stage projects focusing on foundational research (TRL 1-3) and later-stage innovations (TRL 4-6) pushing towards market readiness. The scheme specifically targets high-impact areas such as new chemical and biological entities, complex generics, biosimilars, and novel medical devices incorporating cutting-edge technologies like AI/ML and robotics. By providing crucial financial assistance and fostering a collaborative ecosystem, PRIP aims to accelerate the development of groundbreaking solutions that address India's public health priorities and establish the nation as a global leader in health-tech innovation.

Benefits

  • The PRIP scheme offers substantial financial assistance, with grants ranging up to ₹100 crore per project, depending on the stage and category.
  • This funding is disbursed in four milestone-linked instalments, ensuring alignment with project progress.
  • For Early Stage projects, assistance is up to ₹5 crore, with full funding up to ₹1 crore and 50% co-funding required for amounts above that.
  • NCE/NBE Discovery Track projects can receive up to ₹50 crore, requiring a minimum of 25% co-funding from institutional investors.
  • Later Stage projects are eligible for up to ₹100 crore with assistance up to 35-50% of the project cost.
  • Beyond capital, the program actively promotes industry-academia collaboration, fostering a robust innovation ecosystem.
  • Successful projects also engage in a benefit-share mechanism on commercialization, often through Compulsory Convertible Preference Shares (CCPS), reflecting a partnership approach to commercial success.
