About This Scheme

A mission-driven accelerator initiative by the UP Promote Pharma Council for late-stage MedTech innovations (TRL 7-9) to bridge the gap from validated prototypes to full-scale market deployment and commercialization.

The Government of Uttar Pradesh, through its Department of Medical Education, has established the UP Promote Pharma Council (UPPPC) as a Section 8 company to foster innovation in healthcare and biotechnology. As a key part of this mission, UPPPC introduces the Med-Tech Launcher Program, a dedicated accelerator initiative specifically designed for the MedTech sector.

This program aims to address the critical 'Valley of Death' in India's MedTech ecosystem, which often hinders high-potential innovations at late-stage development. It focuses on technologies at Technology Readiness Levels (TRL) 7 to 9, bridging the gap from validated prototypes to full-scale market deployment and commercialization. While support mechanisms for early-stage innovations are robust, there is a significant void for technologies advancing beyond TRL 6, where clinical validation, regulatory approval, manufacturing scale-up, and commercialization become critical.

Innovators at advanced TRLs frequently face challenges such as clinical validation constraints, regulatory complexity, limited access to clinical data, insufficient specialized mentorship, and a critical funding gap for late-stage, resource-intensive medical technologies. The Med-Tech Launcher Program is designed as a mission-driven intervention to tackle these structural inefficiencies, offering a structured, end-to-end support system to de-risk commercialization and expedite the deployment of indigenous MedTech solutions.

The primary objectives include propelling high-potential medical devices and IVD technologies at TRLs 7–9, providing specialized institutional support for multi-centric clinical validation and secure access to ethically compliant clinical datasets, offering expert regulatory guidance and facilitating certifications, and enabling faster market entry through specialized mentorship and structured commercialization programs. The program also seeks to integrate academia, industry, and clinical expertise to drive synergistic MedTech innovation, generate intellectual property, and stimulate economic growth in Uttar Pradesh.

Benefits

  • The Med-Tech Launcher Program offers comprehensive, non-financial support to MedTech innovators at TRL 7-9.
  • It does not provide any upfront cash grants.
  • Key benefits include: Cost Structure: The program is offered with zero upfront cost to participating innovators.
  • However, to ensure long-term sustainability and align with state innovation objectives, a success-linked revenue-sharing mechanism is in place.
  • Upon commercial launch, participating academic/research institutions may receive up to 10% of the Gross Annual Revenue (GAR, post-tax) from product sales for a maximum of ten years.
  • Additionally, UP Promote Pharma Council will receive up to 5% of the GAR (post-tax).
  • Collaborating institutions and contributors are also eligible for royalty payments of up to 20% from IP monetization, based on documented contributions.
