Punjab's Industrial and Business Development Policy 2022 pays an Employment Generation Subsidy of Rs 36,000 per employee per year, for a maximum of 5 years, to units that directly recruit Punjab-domiciled employees covered under PF/ESIC. The subsidy scales with headcount rather than with capital, so it favours labour-intensive units. Because the qualifying employee must be directly recruited, on the unit's own rolls and enrolled in PF/ESIC, contract or outsourced manpower generally will not count — keep statutory records clean from the first payroll cycle.
