Startup India Fund of Funds for Startups (FFS 2.0)

Department for Promotion of Industry and Internal Trade (DPIIT), operated by SIDBI

About This Scheme

Status: active. A fund-of-funds programme approved by the Union Cabinet (June 2016) with Small Industries Development Bank of India (SIDBI) as operating agency. FFS does not invest directly in startups; it commits capital to SEBI-registered Alternative Investment Funds (AIFs), which in turn make equity/equity-linked investments in startups. Revised as 'FFS 2.0' and notified in April 2026 with a fresh corpus of Rs 10,000 crore, with strategic emphasis on deep-tech, climate and defence startups.

Eligibility Criteria

  • SEBI-registered Alternative Investment Funds (AIFs) investing downstream in DPIIT-recognized startups
  • Startups access funding indirectly through AIFs that have received FFS commitments, not by direct application to DPIIT/SIDBI

Benefits

  • Rs 10,000 crore government fund-of-funds (FFS 2.0, notified April 2026) that invests via SEBI-registered AIFs, which then invest equity capital into Indian startups. Startups cannot apply to FFS directly
  • they must raise from a supported AIF.
