The Preferential Purchase Incentives for Micro and Small Enterprises Scheme, launched in 2008 by the Directorate of Industry, Trade & Commerce, Government of Goa, aims to bolster the Micro and Small Scale Enterprise (MSE) sector. It achieves this by offering preferential treatment to registered MSEs in government tenders and purchases. Key benefits include price matching for bids within 15% of the lowest non-MSE price, significantly reduced tender document costs, reduced earnest money deposits, and guaranteed priority in payments with interest for delays. The scheme promotes compliance with quality standards and aims to foster the growth of MSEs by making government procurement more accessible and financially advantageous. It is implemented across various state government departments, autonomous bodies, corporations, and semi-government departments in Goa. This initiative serves as a crucial support mechanism for local businesses, enabling them to compete more effectively against larger enterprises and secure valuable government contracts, thereby contributing to the state's economic development and job creation. By reducing the financial barriers to participation and ensuring timely payments, the Goa government aims to create a more inclusive and supportive environment for its micro and small enterprises.

  • Key benefits include price matching, where an MSE can match the lowest tender price from a non-MSE, provided its initial quote is within 15% of the lowest.
  • For contractual tenders involving installation, pro-rata percentage preference is also granted.
  • Financially, MSEs receive tender documents at a maximum cost of ₹200 (compared to higher rates for others) and are required to deposit a maximum of ₹500 as earnest money, with no other security deposit needed.
  • Furthermore, MSEs are assured priority in payments, with departments required to complete payment within 60 days of delivery or completion of work, failing which they are liable to pay interest at 0.75% per month.
  • These measures collectively reduce the financial burden and risk for MSEs participating in government procurement and enhance their access to government markets.
